It can happen both ways. The vendor can send a case level ASN, which has all the LPN details associated with it. Then upon receipt, users only need to scan the LPN labels to identify and receive the product. Or the vendors may  send just a sku level ASN, in which case the users must build cases/LPNs upon receipt. Normally they do this by having a roll of "blind" LPN labels, apply them to the pallets or cases upon receipt, scan the unique LPN label barcode, then scan or key the SKU and Qty information to associate at it with the LPN and hence the ASN.

1. Are there different types/kinds of LPN's associated against different vendors to trak the trustworthiness and product quality for a SKU level receipt?

In Manhattan's WMS there is a separate Quality Check module which allows you to set sampling sizes of receipts to test for quality and record the results.

2. Does the company placing Purchase Order give the software&equipment to the vendor for placing LPN's on cases ? 

In some cases yes and in others no. Manhattan offers a trading partner module that the vendors can use for this. I actually designed the original version of this called ASN Enabler back in the day. It has since been renamed to Trading Partner Management.

3. Is it fair to say that the LPN is used so as to better track the product between the four walls of warehouse and it purges after the case is broken or product is shipped ?

Yes that is true for inventory tracking LPNs. But LPN is a generic tracking unit which is also applied to inventory being shipped out to fulfill orders. So "inbound" inventory tracking LPN's have inventory pulled out of them, and then placed into "outbound" customer bound LPNs which are shipped to the customer.
